The movie is based on the novel "Gone to Texas" by Asa Earl Carter, though Eastwood and the film's screenwriters made significant changes to the story. The film is set during the American Civil War and follows the journey of its titular character, Josey Wales.

The story begins with Josey Wales, a Missouri farmer who becomes a reluctant outlaw after his family is brutally murdered and his home is burned by a group of pro-Union Kansas Redlegs led by Captain Terrill (played by Bill McKinney). Seeking revenge, Wales joins a group of Confederate guerrillas led by William T. Anderson. However, after the Civil War ends, Wales finds himself on the run from Union soldiers and bounty hunters.
